It is always surprising how many different answers one will get if one poses a simple question like what are the main responsibilities of security guards to a room full of security professionals. The different answers normally indicate lack of knowledge and lack of training, because some responsibilities that will be stated are simply incorrect and others are unlawful and might create a huge liability for the security company employing the security professional. Many security consultants and supervisors and field supervisors assume that it is common sense to know what to do in certain situations, but from experience I can tell you it is dangerous to rely on the common sense of security guards.

Mainly, because it is only human that dangerous or unfamiliar situations will make one forget common sense. In that case bad decisions will be made with potentially devastating consequences. It is always better to spell out potential risk factors to security guards and the courses of actions they should take. Naturally, one cannot prepare for all potential situations, but general courses of action will apply to almost all situations.

The main responsibility of security guards is to observe and report. Most security professionals have heard that phrase thousands of times in their career and they discount that answer as simple, but it is not. It spells out exactly what a security officer’s job is and which limits it has. In many instances security professionals’ interpretation of the phrase is incorrect. We will dissect it and make it clear, because simply observing and reporting takes a lot of skill and right decision making.

Let us start with the word observe. What does it mean for security officers that have been assigned a set of post orders and for security consultants that have written the post orders? What to observe depends on the client’s expectations. It is the responsibility of a security consultant to ask clients the right questions and to find out what clients expect from their security guards. It is imperative to be as detailed as possible, because only the client knows his property and business and the risk factors he wants to mitigate by hiring a security company. After good detailed questions the client’s expectations have to be communicated in a one or maximum two page post order. The post orders have to be simple to understand, but detailed enough to spell out all necessary courses of action.

Every security guard working at the location should be trained by a supervisor or security consultant. All of the client’s expectations, potential risk factors, contact information, courses of actions in certain situations should be communicated to the security guard. Additionally, there should be ongoing training by supervisors that visit the sites frequently. Many supervisors misunderstand their job as checking up on the guard or making sure the guard is not sleeping. That should be maximum twenty percent of a supervisor’s job. The main job of a supervisor is to provide ongoing training and coaching. That way security guards are better prepared in contingency situations and can make better decisions.

Observation has to be detailed and structured. For example a security guard working at a construction site should know the material stored at the site and the equipment kept there. They should know how the property normally looks and who should have access. Everything out of the ordinary should be reported immediately. Knowing one’s surrounding will help prevent many bad situations. The word “observe” also spells out what not to do. Unless there is imminent danger for a third party the security officer should not put himself in danger. His main responsibility is to alert the authorities if a crime is being committed. Clients should know that security officers will try their best to avert crimes, but also that post orders will clearly state not to put himself in danger unless a third party is in imminent danger. It is not the job of a security officer to fight a criminal, but to prevent the crime from happening by showing presence and to alert authorities if a crime is about to be committed.

Reporting sounds simple enough, but again the proper way of reporting will take a lot of skill, training and preparation. It should be spelled out in the post orders what the client’s expectations are. Many clients want to know who enters their property at what time. They also want to know what was delivered or picked up and by whom. The security officer will need the proper report forms and the proper channels to report certain information to. They will also need to know whom to contact in cases of emergency. The better trained and informed security guards are the better their decision making will be. Ongoing, frequent, professional training will not only enhance the security guard’s job, but it will step by step improve the quality of service to clients. In turn that will result in higher retention of clients and additional business. Overall training and coaching security guards is a profitable endeavor for security companies.

Oil spilled after ships collide in Singapore

Around 2500 tonnes of oil were spilled into the Strait of Singapore today after two ships collided.

The two ships involved in the collision were the oil tanker MT Bunga Kelana 3 and the bulk ship MV Wally, which collided around thirteen kilometers south of Singapore. The tanker received an estimated ten meter gash on its left side, while the bulk ship sustained only minor damage. After the incident, both ships moved away from the spill and are now anchored.

The oil slick has moved north, and is now now encompassing an estimated four square kilometers around six kilometers south of Singapore. Emergency teams from both Singapore and Malaysia have been mobilized, and around twenty vessels are taking part in the clean-up operations. Both containment booms and chemical dispersants are being used to clean up the oil.

The spill is not expected to have any major effects on shipping; Victor Shum, an official from a consulting firm in Singapore, said that “[i]f it is contained within an oil retaining booms, it may not disrupt shipping traffic. There is no comparison. That one has really no limit at this stage.” Shum also expressed environmental concerns, saying that “certainly the concerns are there. Even if it is contained, it will take some time to clean up.”

No crew members from either of the ships involved were reported to be injured.

Egypt to open Gaza Strip crossing for humanitarian and medical aid

Egypt will open a Gaza Strip crossing for humanitarian and medical aid.

Egyptian President Hosni Mubarak ordered the opening of the Rafah Border Crossing. Food and medical supplies will be allowed, but not concrete or steel. It will be made available for ill and injured Palestinians seeking medical treatment.

Rafah is the only point on the Gaza border not controlled by Israel; a 2005 agreement put Palestine and Israel in charge of the border, with observation from the European Union. United Nations officials had demanded an end to the Gaza blockade.

This comes after there has been international criticism of the death of activists when Israeli commandos raided Turkish ships in the international waters of the Mediterranean Sea. The six-ship “Freedom Flotilla” was carrying some 10,000 tonnes of supplies and was planning to breach the Gaza blockade. Details are unknown, with information limited to Israeli military briefings.

Dog Agility competitions are seen frequently on television. The eyes of most pet owners have seen this amazing sport and would some how like their dog to be introduced to the equipment for fun and for exercise. The competition size equipment may be larger than the pet owner needs or wants to invest in so, many are introducing their dog to ‘mini’ equipment.

Mini-agility equipment still provides lots of mental and physical stimulation to your dog, but without bulk of competition sized equipment. Almost all types of obstacles are made in a ‘mini’ size. There are mini-A-frames, mini-dog walks, mini-teeters, mini-tire jumps, mini-jumps, mini-tables, and mini-weaves.

The mini-A-frame can be in different sizes, but is often made with two, 4-foot sides, instead of two, 8-foot sides. Mini-dog walks are often made with three, five-foot planks instead of three 12-foot planks. Similar is the mini-teeter, made from a five-foot plank instead of a 12-foot plank. These changes in size make shipping and delivery easier and less costly.

Mini equipment is safer for the beginner handler and dog because the equipment is lower to the ground. Dogs and puppies can learn and use the equipment with greater ease and confidence.

In addition to pet owners, breeders, kennel owners, and dog parks are purchasing mini-agility equipment. Breeders purchase mini equipment to stimulate their puppies mentally and physically. Some breeders add railings to their dog-walk for added puppy protection. Kennel and Doggie Day Care owners use the equipment to keep their clients happy and busy all day long. Dog parks are selecting mini-equipment because it is safer to use by the untrained owner.

Competition agility owners are also selecting mini-equipment for training specific behaviors, using them as training aids, and for indoor training in the wintertime. A contact trainer is a combination of a mini A-frame side attached to a pause table with a mini-dog walk plank attached to the opposite side. Agility competitors often use this apparatus for back chaining their contact behavior.

Australian opposition minister gives speech on poverty

Australian shadow minister for work, family, youth, and community, Tanya Plibersek, gave a speech today on poverty as part of Anti-Poverty Week 2005. During the speech she criticised the government in a number of areas, including not committing to the UN Millennium Development Goals, the proposed industrial relations legislation, and the governments funding of services for the homeless.

Anti-Poverty Week runs from Monday 17th to Friday 21st October, and is derived from the United Nations International Day for the Eradication of Poverty on October 17th. Shaun Mortimer, the coordinator of Anti-Poverty Week at UNSW, said that the week was about “creating awareness and finding solutions to the plight of those living in poverty all around the world.”

Ms Plibersek said that Australia is not doing enough to help those in poverty overseas. She said that Australia currently gives 0.28% of its Gross National Income in foreign aid, however this is far short of the United Nations target of 0.7%.

“The Australian government is refusing to commit to the 0.7% target,” she said.

The UN development goal states that governments should reach the target by 2015. Labor has committed to meet the target, but the government has not.

“Labor is committed to the 0.7% target. In the interim, the government should be spending 0.5% of GNI,” Ms Plibersek said.

Shadow Minister Plibersek accused the government of weakening Australias commitment to the Millennium Development Goals. The goals were agreed to in 2000 by all 191 member states of the United Nations. There are 8 goals, which signatory states have committed to work towards. The eight goals are:

  1. Eradicate extreme poverty and hunger
  2. Achieve universal primary education
  3. Promote gender equality and empower women
  4. Reduce child mortality
  5. Improve maternal health
  6. Combat HIV/AIDS, malaria, and other diseases
  7. Ensure environmental sustainability
  8. Develop a global partnership for development

Ms Plibersek said that Australia signed on to the goals, but is now not honouring that commitment, and is attempting to reduce the impact of the goals in an attempt to win the favour of the United States.

“We signed on to the millennium goals,” she said.

“In it’s rush to be popular with the US the government went along with watering down the millennium goals”

Shadow Minister Plibersek strongly criticised the governments proposed industrial relations legislation. She argued that the proposed changes will disproportionately affect already vulnerable people such as single mothers, and push working people into poverty.

“Industrial relations changes will see poverty worsen. It will increase the number of working poor,” she said.

Speaking about the governments hypthetical worker, “Billy”, used in promotional material, Ms Plibersek said individual workplace agreements will result in lowered working conditions for all workers. She also claimed that if a working person is paid a wage that does not provide them with enough resources to live, they will need to depend on government services such as income support, and therefore taxpayers will be subsidising the low wages.

“If Billy can not earn enough to live, then taxpayers are effectively subsidising business,” she said.

“If the system has no minimum standards it will drag everyone down. Unions have fought against this for over a century”

Ms Plibersek spoke about the problem of poverty in Australia. She said that 2.4 million people in Australia are living below the poverty line, and 1 million of them have jobs. She also argued that wealth inequality is getting worse.

“We have a nation now more divided than ever. The rich are getting richer and the poor are getting poorer,” she said.

Ms Plibersek felt that this situation was unnaceptable, and that the solution was only a matter of will.

“I don’t think we have to accept that people will always be poor. It is a situation we allow,” she said.

She also criticised the government for inadequately funding services for the homeless, and said that many homeless people who wanted help were unable to find any. Ms Plibersek argued that women escaping domestic violence were especially affected by this situation.

“We turn away 1 in 2 people who approach homeless services for help,” she said.

Ms Plibersek also condemned what the government describes as the “skills shortage”, saying that there are lots of Australians willing to gain skills, but are unable to get places in training institutions.

“We turn 20,000 people away from TAFE and University each year,” she said.

Fire burns home of late singer Johnny Cash

A fast-moving fire engulfed the home of late singer Johnny Cash on Tuesday. The lake-side home, located in Hendersonville, Tennessee, was the home of the late singer and his wife, June Carter, from the late 1960s until their deaths in 2003.

The home was purchased by former Bee Gees singer Barry Gibb in 2006, and was undergoing renovations at the time. The cause of the fire is unknown at this time, but it is believed that a flammable wood preservative that construction workers had applied contributed to the speed in which the flames spread. Firefighters responded within 5 minutes of the fire breaking out. No workers were killed in the fire, but one firefighter suffered minor injuries.

“Maybe it’s the good Lord’s way to make sure that it was only Johnny’s house,” said Richard Sterban of The Oak Ridge Boys, who lived down the road from Cash. Neighbor Marty Stewart said “So many prominent things and prominent people in American history took place in that house—everyone from Billy Graham to Bob Dylan went into that house.” The home was where Cash wrote many of his hit songs, and appeared in the Cash music video for “Hurt“.
