2012 Report on Gender Equality and Development says US women have room for progress

Tuesday, World Bank released the 2012 World Development Report on Gender Equality and Development. The United States is referred to many times, often as a benchmark to foster understanding of recent gains for women in other parts of the globe. At the same time, United States women still lag behind US men in a number of areas.

In 2012, the authors note women in the United States still face challenges economically and socially. They are represented disproportionately in certain professions like teaching and nursing. They are paid less than their male counterparts. Jobs traditionally held by women also result in lower wages for men who hold these jobs. They are under-represented at the highest level of business, with only 28 of Fortune 1000 companies having a female chief executive officer. The bottom 20% of women economically have a slightly higher birth rate than their peers in the top 20%.

Immigrants to the United States from Southeast Asia and India have higher than expected male to female birth ratios, which the report authors suggest is partially deliberate sex selection based on cultural attitudes from home countries. In 2009, over half a million US women were victims of intimate partner violence. The report suggests US men have greater pension assets than US women. When compared to elderly US men, elderly women in the United States are more likely to live alone than with a spouse. US women are disproportionately under-represented in local police forces, accounting for less than 20% of all police officers. Women in the United States also bear a higher percentage of housework duties than men at 61%. When US women take part time work while raising children, they find it difficult to use that work experience to gain future full time employment. US women are disincentivized from re-entering the workforce after giving birth because of the high cost of childcare.

Many of the gains for United States women took place a while ago and took a long time to get. It took 40 years, 1870–1910, to see major improvements in the percentage of girls aged 6 to 12 attending school. In 1921, after women got the right to vote in the United States, the United States Congress passed the Promotion of the Welfare and Hygiene of Maternity and Infancy Act. This assisted in lowering infant mortality from 23% to 15%.

The report says affirmative action in the United States resulted in jobs transferring from men to women, but the authors hedged and did not draw a conclusion about the economic impact of these legislative efforts other than to say the impact was not negative.

Many of the legislative victories for United States women came early compared to developing countries. Property rights for women, while later than some of their European counterparts like Norway and the United Kingdom, started to come by 1848. That year, the Married Women’s Property Act was passed in New York. It was the first legislation of its kind in the country. Other states soon followed. Women got suffrage on a state-by-state level in the country until they got federal suffrage in 1920. Title VII of the Civil Rights Act of 1964 barred discrimination against women and allowed married women to make loans without their husband’s consent. In 1980, airlines were barred from discriminating against flight attendances for their marital status during the hiring and firing stage.

The number of United States respondents agreeing with the proposition “a university education is more important for a boy than for a girl” decreased from about 14% in the period between 1994 and 1999 to about about 9% in the period between 2005 and 2007. Similarly, the number of people who agreed with “when jobs are scarce, men should have more right to a job than women” decreased from 19% to about 8% over the same period.

The report cites current research from the United States and England showing the more education a mother has, the better the outcomes for her children will be.

Currently in the United States, females academically outperform their male counterparts in all academic areas including [[mathematics|math] and science. On the Programme for International Student Assessment math test though, US boys tested better than US girls by a score of roughly 495 to 480. US girls outperform boys on the literacy test with mean scores of approximately 510 to 490. In this regard, the report suggests US girls’ performance patterns resemble global ones.

Mali’s percentage of girls in primary school is equivalent to the United States in 1810 at around 34%. Burkino Faso is worse, matching the United States in 1780 with a percentage of roughly 25%. Niger’s current enrollment for girls is around 50%, around the same percentage as the United States in 1900.

McDonald’s unfairly dismissed worker for giving a colleague free cheese, says Dutch court

A court in the Netherlands ruled yesterday that the fast-food company McDonald’s over-reacted in dismissing an employee who added a piece of cheese to a colleague’s hamburger without charging for it. McDonalds has been ordered to pay compensation since, the court ruled, “The cost of a slice of cheese is not comparable to a severe step such as redundancy”.

In March 2009, a waitress in Lemmer sold a hamburger to a colleague, and then added some cheese when her colleague asked for some. McDonald’s said that this made the meal a cheeseburger, not a hamburger, and so she was sacked for not charging extra for the cheese. Rules for staff, the company argued, prevented them from giving food away for free.

Now a court in Leeuwarden has ordered McDonald’s to pay her more than €4,200 (about US$5,900 or £3,700), since it decided that a written warning would have been a more appropriate reaction. The compensation is for five months of lost earnings, with holiday pay and interest.

The court noted that the manager of the branch had not asked the employee for an explanation before firing her, nor had McDonald’s considered taking action against the colleague who asked for the cheese. “The dismissal was too severe a measure. It is just a slice of cheese,” said the court.

LONDON – The big-budget Hollywood movie The Aviator and the low-budget Brit flick Vera Drake have scooped the main prizes at the 2005 Orange BAFTA Film Awards. Four gongs went to The Aviator with the top ones being Best Film and Cate Blanchett for Best Supporting Actress. Vera Drake got three gongs with Best Director, Best Actress & Costume Design. Jamie Foxx got Best Actor with Ray and Clive Owen got Best Supporting Actor with Closer.

Nick Clegg, the leader of the Liberal Democrats, a British political party, has expressed his concern over the lack of men in childcare. In a speech to the Daycare Trust, Clegg commented on the issue. “There is still a huge stigma attached to men wanting to work in childcare,” he said. “Even just for men who want to take a more hands-on role in providing care for their own children.”

“The Daycare Trust’s own research shows that one in four men would consider working in childcare,” he continued. “Sadly some worry that their motives would be viewed with suspicion.”

A Pakistani hacker group named the Pakistan Cyber Army has reportedly attacked the official website of an Indian public sector petroleum company called Oil and Natural Gas Corporation. The attack was in response to the attacking of the official website of Pakistan state corporation Oil and Gas Regulatory Authority by Indian hackers named HMG, who attacked the OGRA’s website on November 17, and left a message on front page of the website that they would hack any Pakistani website with poor security controls. However, OGRA’s spokesman said he has no information on the incident.

Apple Inc. has been told by the British Advertising Standards Authority (ASA) to stop showing its advertisement, which describes the internet connection on the iPhone 3G as “really fast,” while pictures on the screen showed pages loading in less than a second.

ASA stated that the ad is likely to “lead viewers to believe that the device actually operated at or near to the speeds shown in the ad,” which, according to the organisation, it does not. As a result, the ASA ruled that the ad “must not appear again in its current form.”

1903 UTC According to local reports, 10 people were left dead and others injured in the Indian city of Mumbai after gunmen opened fire there.

The police say that it appears to be a terrorist attack.

Gunmen started shooting at seven locations, including a crowded restaurant and a train station. There were also reports of shooting at a hospital and two hotels, as well as two explosions, which are believed to be grenade attacks.

Nigeria’s food and drug agency has said that 25 children, aged from 3 months to 4 years, have died after consuming a contaminated teething syrup. Ten others are reported to have been hospitalised.

The National Agency for Food, Drug Administration and Control said that the syrup, which goes under the name of “My Pikin”, had been tainted with diethylene glycol, a substance that is usually used in antifreeze and engine coolant.

The agency added that it has shut down Barewa Pharmaceuticals, the Lagos-based manufacturer of the syrup.

Red Hat to move focus away from CentOS in favour of Stream; CentOS team discuss implications with Wikinews

On Tuesday, US-based software company Red Hat announced their plans to shift their focus away from CentOS in favour of CentOS Stream.

In the blog post Chris Wright, the Chief Technological Officer of Red Hat said Red Hat had informed the CentOS governing board that Red Hat was “shifting our investment fully from CentOS Linux to CentOS Stream”. At least five of the nine CentOS Governing Board listed on the project are Red Hat employees.

Started in 2004, CentOS has been a free-of-cost free/libre open source software which provided binary-code compatibility with Red Hat Enterprise Linux (RHEL) — Red Hat’s GNU General Public Licensed paid operating system. CentOS was absorbed into Red Hat in 2014, with Red Hat gaining the trademark rights of “CentOS”.

Red Hat also sponsors the Fedora operating system. Red Hat even gives the software engineering interns laptops with Fedora on it. Till now, software development took place on Fedora, which was later adopted in RHEL, which the Red Hat maintained and provided support for, for those customers who had RHEL subscription. CentOS would then follow RHEL to provide the same features free of cost, but without the support.

Stream was announced in September 2019, just two months after Red Hat was acquired by IBM. CentOS Stream’s development cycle had new features added to it before the features became a part of RHEL. Stream receives more frequent updates, however, it does not follow RHEL’s release cycle.

With CentOS Stream, developments from the community and the Red Hat emplyees would take place beforehand on both Fedora, and Stream as a rolling release, before those features are absorbed into RHEL. CentOS followed the release cycle of RHEL and therefore it was a stable distribution. Features available in CentOS were tried and tested by Fedora, and then RHEL maintainers. Stream, on the other hand, has features added to it before those features become a part of RHEL. That implies Stream would be ahead of RHEL’s development, containing new features which are not yet tried and tested by RHEL developers, and not be binary code-compatible with RHEL.

Writing “The future of CentOS Linux is CentOS Stream”, Wright further wrote in the announcement, CentOS Stream “provides a platform for rapid innovation at the community level but with a stable enough base to understand production dynamics.” Wright also said, “CentOS Stream isn’t a replacement for CentOS Linux; rather, it’s a natural, inevitable next step intended to fulfill the project’s goal of furthering enterprise Linux innovation.”

Since the announcement was made, many people expressed their anger on Internet Relay Chat (IRC), Reddit and CentOS project’s mailing list. CentOS 8’s End of Life (EOL) has been moved up from May 2029 to December 31, 2021, while CentOS 7 is expected to receive maintenance updates through June 2024, outliving CentOS 8.

Gregory Kurtzer, who had started the CentOS project, announced a new operating system, Rocky Linux. Rocky Linux describes itself as “a community enterprise Operating System designed to be 100% bug-for-bug compatible with Enterprise Linux”. The project said “Rocky Linux aims to function as a downstream build as CentOS had done previously, building releases after they have been added to the upstream vendor, not before.” The project maintainers have not decided a date for when the operating system will be released.

Kurtzer explained the reason to call the OS as Rocky Linux: “Thinking back to early CentOS days… My cofounder was Rocky McGaugh. He is no longer with us, so as a H/T [hat tip] to him, who never got to see the success that CentOS came to be, I introduce to you…Rocky Linux”.

Flight recorders from Air France Flight 447 found

Officials from France’s aviation accident investigation agency, the Bureau of Enquiry and Analysis for Civil Aviation Safety (BEA), announced on Tuesday that they had recovered the cockpit voice recorder (CVR) of Air France Flight 447. It was located and brought to the surface by a Remora 6000 unmanned submarine, then taken aboard the Île de Sein, one of the vessels taking part in the recovery and salvage efforts.

This came two days after an announcement on Sunday that the crash-survivable memory unit of the flight data recorder (FDR) of the aircraft had been located and brought to the surface. The chassis of the FDR was located on April 27, with the memory unit missing. It was found a short distance from the chassis. It was also brought to the surface by the Remora 6000.

With the recovery of both recorders, which are reported to be “in good condition”, French officials hope to determine what caused the Airbus A330-200 to crash into the Atlantic Ocean on June 1, 2009, when it departed Rio de Janeiro’s Galeão International Airport before it was lost 600 miles (965 km) off the coast of Brazil en route to Paris’ Charles de Gaulle Airport with 228 passengers and crew on board.

The leading theory at the moment is that the crew received incorrect air speed readings from the aircraft’s pitot tubes, devices which measure how fast the aircraft is traveling. Experts say the tubes may have become iced over, causing the crash. The plane’s Aircraft Communications Addressing and Reporting System (ACARS) sent out 24 messages over a four-minute long period stating numerous problems and warnings, including incorrect air speed warnings occurring aboard the aircraft, just prior to it going down.

However, chief operating officer of the International Bureau of Aviation, Phil Seymour, speaking to CNN, believes the memory unit will not be of much use to investigators saying because of the depth it was located at, “If you were to throw a computer into the ocean, imagine how all the parts would eventually split and you have the corrosive effects of seawater and the depths involved.” Seymour believes the wreckage will help reveal what happened as more is recovered.

“It may be that the more wreckage they find will help them to piece it all together, which bit by bit could help them build a picture of what caused the plane to come down,” he added.

A BEA spokesperson had agreed with that possibility a few days earlier when speaking to the Associated Press about the recovery of the flight data recorder. “We can’t say in advance that we’re going to be able to read it until it’s been opened,” the spokesperson said. As

The wreckage of the Airbus A330-200, was found back on April 8 at a depth of 3,800 and 4,000 meters (2,070 to 2,190 fathoms or 12,467 feet and 13,123 feet), by a team from the Woods Hole Oceanographic Institution, using a Remus robotic submarine and its side-scan sonar. After the wreckage was found, another Remus robot submarine with cameras was sent down to the site, where it filmed bodies in the wreckage. The location of the recorders were localized within 2 square miles (5 square kilometers) of the flight’s last position last year.

In March, a French judge placed the European aircraft maker Airbus and Air France under investigation for possible involuntary manslaughter charges in the 2009 crash. Both are paying the cost of the search which is estimated to be $12.7 million (nine million euro). The crash is the deadliest in Air France’s history.

The French capital Paris has seen a second night of violence by demonstrators, who have blamed police for the death of a motorcyclist on Sunday.

On Sunday night youths in the eastern suburb of Bagnolet, set 29 vehicles alight and threw stones and petrol bombs at police. Monday night was “relatively calm” according to Samira Amrouche, spokeswoman for the regional administration, the authorities having depolyed 40 vans of riot police only 8 vehicles were burnt.

The motorcyclist, a pizza deliveryman, was killed when he fled police attempting to examine his documents, dying when he was struck by a pursuing police vehicle according to the youths,however in the police version his death was a result of him crashing into barriers.

The current violence has echoes of the unrest in 2005, with again dissaffected youths of Arab and black descent venting their anger and frustration.

The leaders of the North American Free Trade Agreement (NAFTA) met in Guadalajara, Mexico on Sunday and Monday. The leaders of the three countries (Barack Obama of the United States, Felipe Calderón of Mexico, and Stephen Harper of Canada) promised to work together on swine flu, organised crime and green issues.

Despite disputes in a number of areas remaining unresolved, the three leaders succeeded in presenting an amiable Three Amigos image. The three leaders expressed solidarity, and an understanding of each others position.

The unresolved issues include the buy American clauses in the US stimulus package, tit for tat reprisals by the Mexican authorities over Canadian visa restrictions on Mexican travellers, and the US ban on Mexican trucks from crossing the border.

Risking the ire of human rights activists back home President Obama expressed support for President Calderón’s war against drugs saying he had “great confidence” in the Mexican authorities.

Mexican Federal Police (Policía Federal) have foiled an alleged plot to assasinate the President of Mexico Felipe Calderón. Acting on intelligence gathered over a year the Federal Police arrested five drug cartel members on Sunday and publicly paraded their captives and a number of weapons ,including automatic rifles, on Monday. Speaking during a summit of North American leaders Calderón played down the threats on his life, saying that the cartels are being destroyed by his policies.

Some 11000 have died since President Calderón’s took office in 2006 and made the war on drugs a cornerstone of his administration.

Aung San Suu Kyi has been sentenced by a court in Burma to a further three years of house arrest for violating the terms of her previous sentence. However her sentence was immediately commuted to 18 months on the orders of Burmese head of state Senior-General Than Shwe out of respect for her father General Aung San and out of a desire for “national reconciliation”.

The period of her arrest will prevent Aung San Suu Kyi from participating in the general elections scheduled for 2010. The sentence was immediately condemned by Western leaders, and breaking from their usual silence, the Association of South East Asian Nations (ASEAN) through its current chair Thailand issued a statement expressing disappointment. The ASEAN statement and talk of further European Union and United States sanctions are unlikely to have any impact on Southeast Asian country given the support of India and China.

The Chinese issued a statement calling for the world to respect Burmese sovereignty and laws, and is seen as an indication that China, a veto power will not support any United Nations actions.

John Yettaw whose unauthorised visit led to Aung San Suu Kyi’s prosecution has himself been sentenced to seven years imprisonment, four of which will be for hard labour.

Four employees of the Rio Tinto Group have been formally arrested in China on charges of bribery and using improper practises in its negotiations with Chinese companies. The Chinese accuse the men of improperly learning the negotiating position of Chinese companies wishing to buy iron ore, and through this charging 700 billion yuan (US$102.46 billion) more then they would otherwise have been able to

The four were initially held on espionage charges and have been held since early July. The formal charges allows the Chinese authorities to hold the four a further seven months as it prepares its case against them. Their arrests followed the collapse of an attempted by Chinese owned Chinalco to raise its stake in the Anglo-Australian Rio Tinto Group to 18%.

Michael Jackson will be the star of a film to be released on October 28, some four months after his death. The film will be primarily cut from footage of Jackson rehearsing for the series of concerts that would have taken place at the O2 in London, but will also feature interviews with Jackson’s family and friends.

The film becomes possible after AEG Live, the promoter of the O2 concerts, reached an US$60 million agreement with Columbia Pictures for over 100 hours of footage of Jackson preparing for his swan song.

“He was the architect of ‘This is it‘, and we were his builders…” said Kenny Ortega, Jackson’s collaborator on the project “…it was clear that he was on his way to another theatrical triumph.”
