The International Monetary Fund and the European Union approved aid packages to help Georgia recover from its conflict with Russia, which occurred in early August. The IMF approved a US$750 million loan which will allow Georgia to rebuild its currency reserves. The European Union also approved an aid package of €500 million in aid by 2010, which is expected to help internally displaced people (IDPs) and economic recovery in the form of new infrastructure. Only €100 million of the EU aid will be given to Georgia this year.
These loans are aimed to restore confidence in Georgia’s economy and send a signal to international investors that Georgia’s economy is sound. According to the IMF, international investors have been “critical to Georgia’s economic growth in recent years.”
Takatoshi Kato, Deputy Managing Director and Acting Chairman of the IMF executive committee, said the loan will “make significant resources available to replenish international reserves and bolster investor confidence, with the aim of sustaining private capital inflows that have been critical to Georgia’s economic growth in recent years.”
Georgia has requested $2 billion in international aid to help it recover from the conflict. So far, the United States has pledged $1 billion in aid. Further assistance and loans to Georgia are expected from other organizations. Kato noted that “…Georgia is expected to receive financial assistance from multilateral and bilateral donors and creditors in support of the reconstruction effort.” It is expected that an international donors’ conference will take place next month to solicit more aid for the country.
Georgia’s government expects that economic growth will be more than cut in half as a result of the conflict. Last year, Georgia’s GDP increased 12.4% and it is predicted by the IMF that growth will be less than 4 percent in the coming year.

On November 13, Torontonians will be heading to the polls to vote for their ward’s councillor and for mayor. Among Toronto’s ridings is Don Valley East (Ward 33). The full privatisation will occur in two phases, with some of the government’s existing shares being sold on the Bucharest Stock Exchange this year, and the remainder being sold in 2006.
By 2006, the government also wants to sell its share in Postelecom, another telecommunications operator, and complete the privatisation of the Radiocomunica?ii, the national radio communications company.
The Government also wantes to begin analysis and consulting into the privatisation of Po?ta Român?, or Romanian Post, the full privatisation of which is set to be completed by 2009 at the latest.
Romania has embarked on a quite comprehensive program of privatisation since 2000, having privatised a part of Romtelecom, as well as full privatisations of several energy distributors and the nation’s largest banks, in addition to other smaller companies. The 6th annual RoboGames, a robot competition that takes place in the United States, was held this month with 403 robots from 18 different parts of the globe competing in the categories of combat, sumo, robo-one/androids, open, hockey, art bots and junior league.
This year’s medals went to the United States, Mexico, the United Kingdom, Brazil, India, Canada, Indonesia, South Korea and Russia (see table below). Other participants were Australia, Austria, Colombia, Egypt, Hong Kong, Iran, Japan, Peru and Taiwan.

Although the host country carried off most of the medals, visiting countries stood out at some events, like Mexico at 1 lb autonomous combat, 500 g autonomous sumo, 100 g autonomous sumo and autonomous line follower, Brazil at 3kg sumo (both autonomous and radio-controlled), and the United Kingdom in the “best of show” and “walker challenge” modalities.
“Taking part gave us the opportunity to test our knowledge against students from other nations, and proved that we are at the same level or better than other students from famous schools”, said Mexico’s National Polytechnic Institute student Erick Rodríguez who, along with his fellow team member Rogelio Baeza, took gold in the autonomous line follower event.
RoboGames, previously ROBOlympics, holds the Guinness Record for “world’s largest robot competition”. It was founded in 2004 by David Calkins to help robot builders exchange ideas and learn from each other.

The Community Broadcasting Association of Australia (CBAA) has urged the Australian government to increase funding for community broadcasters. CBAA is asking for an extra $AU14 million for “vital community broadcasting services.”
According to CBAA President Deborah Welch, community television is the training ground for the Australian media industry.
“It is the launching pad for the career of thousands of Australian musicians. It is an incredible source of local news, music and culture targeted specifically to local communities and produced by members of the community themselves,” Ms Welch said in a statement.
Stations broadcast a range of programs from religious programing, to car shows and sporting events. Several state based sporting leagues broadcast on community television stations. C31 Melbourne broadcasts an association football show called The Victoria Football Show; Queensland Community Television broadcasts AFL Queensland State League matches; and C31 Adelaide broadcasts Indoor Cricket & Netball and South Australian National Football League matches.
According to the CBAA, the primary income sources for community television stations are sponsorship announcements and community donations.
“The CBBA is calling on the Federal Government to commit $14 million in new funding for content production, infrastructure, training and sector co-ordination and planning,” Ms Walch says. “With $10.4 billion being spent on ‘strengthening the economy’ this is highly targeted $14 million will assist in skills development and employment pathways for many volunteers involved in local stations as well as strengthening local communities ability to sustain themselves in tough times.”
Australian Greens communications spokesperson Senator Scott Ludlum says, “[The] government should always be looking at ways to bring communities together, through sharing information and building partnerships.”
