Former IOC President Samaranch dies at 89

Juan Antonio Samaranch, former head of the International Olympic Committee (IOC), has died in Barcelona at the age of 89.

A former diplomat and Spanish ambassador in Moscow elected to the IOC in 1980, Samaranch was largely credited with the renewal of the Olympic movement over two decades marked by boycotts, bribery and drug scandals. While appearing to be small in stature and uncomfortable speaking in public, he was viewed as an often ruthless operator who could forge consensus within an often fractious Olympic movement and bring IOC members to deliver what he wanted.

Samaranch was admitted to hospital on Sunday with heart trouble and died at approximately 11:25 UTC, marking one of a number of occasions he has fallen ill. Even in retirement, with advancing age and medical issues, Samaranch continued to travel and be active in Olympic circles, working to try and secure both the 2012 Olympics and 2016 Olympics for Madrid as well as attending various sport conferences.

“I cannot find the words to express the distress of the Olympic Family,” current IOC president Jacques Rogge was quoted as saying, also making mention of the personal inspiration he drew from Samaranch.

During his time in office, Samaranch worked to help increase the number of participating countries at the Olympics, oversaw the creation of the Court of Arbitration for Sport (CAS) and the creation of the IOC Athletes Commission.

Prior to his election to the role of IOC president in 1980, he had a long background in sports, having held roles with the Spanish Skating Federation, Spanish National Olympic Committee and as Chef de Mission at the games in Cortina d’Ampezzo, Rome and Tokyo.

Edinburgh Building Services (EBS) has won a national excellence award at a gala ceremony held in St Andrews last week (8 March 2007). Promises Into Action, an EBS project, won the Convention of Scottish Local Authorities (COSLA) award for “Securing a Workforce for the Future”.

This award follows an innovative cultural change programme led jointly by Pinnacle and the City of Edinburgh Council, which focussed on improving communications and team-work and on recognising good performance and customer care.

Councillor Sheila Gilmore, Executive Member for Community Safety and Housing, said, “It is encouraging to see the hard work that has been done and the changes that have been made as a result of this project is being recognised on a national level. I would like to congratulate the team and thank COSLA for recognising these achievements.”

Pinnacle’s Director, Steve White, and his team accepted the award at the prize ceremony. He said: “When we first begun working with EBS, we would never have believed that within just three years, we would be winning national awards for excellence. Through Pinnacle’s partnership with City of Edinburgh Council, we focused on changing cultures, nurturing talent and delivering outcomes and as a result, EBS has been transformed into a high achieving organisation with a culture that is inclusive, open and trusting.

“The EBS team should feel justifiably proud of such an outstanding achievement.”

John Swinney, Chief Executive of Pinnacle, said: “EBS continues to go from strength to strength – this is the second national award for excellence that it has achieved in just six months. Australian man allegedly ignites carpet, plastic with static electricity

A story about a man carrying over 30,000 (sometimes reported as 40,000) volts of static electricity in his body, allegedly generated by a wool sweater and nylon jacket combination, is circulating through major news outlets. The story, carried first by the Warrnambool Standard, says that the man, Frank Clewer, a 58-year old cleaner from Dennington, involuntarily created a scene by causing fire departments to evacuate three buildings where he had left his mark, before he realized he was causing the burn marks on carpets and allowed the fire department to help him.

The story has been picked up by The Register, Guardian, BBC, USA Today, Reuters, local agencies of ABC, the San Francisco Chronicle, and other news outlets.

Several unanswered objections mark the story as a possible hoax:

  • Clewer enters and exits his car several times in the story — if he opened the car by touching its presumably metal lock, he would surely release some electricity into the car through his hand; everyone has at some point experienced the painful shock of touching a door handle or car keys to a lock. Though the car might not be grounded, it would still be at a lower potential and thus energy would be transferred. This would be noticeable; the story does not comment that Clewer understood what was happening to him.
  • Firefighters supposedly “used a device to check static electricity on him and his belongings.” While firefighters would be likely to carry a high-voltage multimeter around to measure the current and voltage ratings of downed power lines, it is unlikely that the same device could measure such a large voltage resulting from a very small amount of static energy without de-electrifying it.
  • For such a large voltage to be stored, humidity would have to have been extremely low on that day for the air around him not to ionize and source current, removing the static energy.
  • If he was carrying such a large voltage, his hair would probably have stood on end, as this is a notable effect when one touches a Van de Graaf generator. Note: It is uncertain at what voltage this effect begins, and since Van de Graaf machines routinely exceed Megavolts of electric potential, this may not be a verifiable objection.
  • This statement: “Firefighters took possession of Clewer’s jacket and stored it in the courtyard of the fire station, where it continued to give off a strong electrical current.” (Reuters UK) First, there is no reason they would need to take possession of the jacket — the static electricity could be dealt with by simply dumping water on it. Second, the jacket could not “give off” an electric current without some continuous source of energy, which, in storage, is impossible. It is possible that the jacket could hold a voltage, but the effects of this would not be visible — if they were, they would be short-lived as the jacket would lose its static energy. In any event, the current would be miniscule.
  • The amount of energy stored on Clewer’s person and possessions could not have been more than a few Joules; this is unlikely to have burned carpet.

The equation for stored energy in capacitors is:

U = ( C × V 2 ) / 2 {\displaystyle U=(C\times V^{2})/2}

Where U = energy, C = capacitance, and V = voltage. A human body by itself typically has a capacitance of around 250 pF, which would mean a voltage of 30,000 V would produce energy of 0.11 joules. Even if Clewer’s possessions resulted in a parallel capacitance of 1 microfarad, this would still only result in an energy storage of 450 J. This amount of energy would be insufficient to burn carpet or char plastic, although a spark could ignite flammable vapor or gas.

Break Through The Noise With Your Communication

Communication is not just about providing a message; it is about having the message heard and understood. Ideally, communication goes a step beyond. For our message to really make a difference, to be ‘successful’ communication, we need the receiver to interact and take action. Sometimes our communications are purely informational, but that is rare indeed; usually we are attempting to invoke an active response: renew your membership, sign up for our newsletter, buy this widget, register for our conference, or call your legislator. Thus, anything short of interaction is a fail. But, how do we break through?

People are People

Your receivers are your clients, members, or perspective customers. They are not dollar signs, numbers, bots, or head counts. So, first and foremost, remember that you are dealing with people. Each human being is different, with different sensibilities, likes, dislikes, and thoughts about you and your message. Long gone are the Henry Ford days when he arrogantly proclaimed you can have his Model T in any color you want, as long as it is black. Today, we want to be treated as the unique souls that we are. Luckily, tech can help with that. Build your mass message as if you were sending it only to one of your favorites, then use tech to mass customize the message by replacing words, phrases, names, and titles to adapted it to each specific receiver.

Roar Like a Guerrilla

Try guerrilla tactics. Guerrilla tactics are the art of surprise and catching the receiver off-guard, in this case, of course, in a good way. Your message can really breakthrough to the executive if you can reach them while they are relaxing with their Saturday morning coffee rather than at the bustling office. Or, if you can catch their eye right after a game of golf or racquetball. Or, while they are at a conference or on vacation. Meaning, be there in the unsuspected place in an unusual manner.

Define guerrilla differently. Think of a guerrilla approach as something your organization hasn’t done before or in a long while; not necessarily as something new to the world that has never been tried before. Set a percentage of your communications aside for the guerrilla in you. Perhaps 10-15% of your communications plan and budget. Then, as always, monitor it, test it, analyze it, and even graph it. If it is a successful tactic, next year it becomes part of the main plan with 10-15% tried on something new.

What’s Old is New Again

You can be a guerrilla by digging up old approaches and re-applying them as a piece of your current plan. A great example of what’s-old-is-new-again is direct mail. Once the mainstay of marketers and communicators everywhere, direct mail has been nearly abandoned in the last two decades in favor of the inexpensive mass electronic mediums. This makes direct mail prime for reaching your receiver. Except during election season, receivers simply do not get that much direct mail; thus, the scourge of the piles of paper junk mail has become a thing of past generations. Direct mail maybe be ripe to be used in your communications plan once again.

Other breakthrough tactics include sending holiday cards on non-traditional holidays when yours may be the only one the receiver receives, or sending chocolates with your logo emblazoned, or painting your vehicle with your company colors in a wild, flamboyant fashion. Consider, renting out a movie theater and inviting them to the premier of a new anticipated blockbuster on the Thursday before the official release, complete with popcorn and soda. Maybe try hiring actors to dress like superheroes for selfie photos in front of your step-and-repeat at the town fair or before the big game. The point is: observe others, get ideas from TV and movies, be different, try new things. Breaking through can be about… well… being different, being unpredictable, being creative.

Breaking through doesn’t meaning breaking the fundamental rules of communication and marketing. It doesn’t mean to send fewer communications or too many. It doesn’t mean rewriting the book or forgetting the proven science of the past. No, instead, breaking through means really remembering. Remember the golden rule, that you should treat people the way you want to be treated. You want to feel special. Make them feel that way. Remember to always use strong writing skills with proper grammar and punctuations, while being as uniquely you as you can be. And, remember to stay within the guidelines of your organization’s philosophy, style, and image. After that, breaking though is about having fun with it, capturing their attention, then telling them something worth hearing, seeing, or reading.

Court finds UK allowed undervalued Chinese imports into EU

The European Court of Justice (ECJ) ruled on Tuesday the United Kingdom neglected its obligations as a former European Union member for allowing “undervalued imports of textiles and footwear from China” to enter EU markets.

The European Commission argued HM Revenue and Customs “failed to fulfil its obligations” under EU law by collecting insufficient customs duty and value-added tax payments for Chinese clothes and shoes imports from 2011-17. In 2017, over half of such products were found by the European Anti-Fraud Office (OLAF) to be imported below “the lowest acceptable prices”.

Lowest acceptable prices are a risk assessment tool introduced by OLAF to detect “imports presenting a significant risk of undervaluation”. OLAF informed member states of the chance for “extreme undervaluation” by shell companies, including during bilateral meetings with the UK over 2015 and 2016. Despite this, the ECJ found British authorities did not utilise the metric for its monitoring operations in 2011 and 2014.

As a result, it did not conduct “appropriate customs controls”, allowing the products “free circulation in the internal market”. As an example, fraud investigators in 2017 found women’s trousers from China were declared at €0.91 per kilogram, €0.53 below the market price for cotton. The Commission estimates this cost the EU budget €2.68 billion (~$2.9 billion) from 2011-17, as 80% of customs duties go toward funding the EU’s budget.

However, the ECJ denied the Commission’s request the UK provide such a sum as repayment, citing inconsistencies with its full amount calculations which meant it had not met the “requisite legal standard”. The UK remains under ECJ jurisdiction for infractions made during its EU membership even after leaving the EU in January 2020. The UK was ordered to pay four-fifths of legal costs Brussels incurred since OLAF first alleged misconduct in 2017.

The UK can challenge the fine, but not the result from the judgment. The fine amount €2.68 billion is up from the original €1.99 billion in lost duties uncovered from a sophisticated fraud ring. However, while today’s sum was taken from 2011-17, the investigation initially focused on evidence from 2013-16 in the ports of Felixstowe and Dover, England.

At the time, a representative for then-Prime Minister Theresa May said the sum was “not a bill. It’s an estimate” and “we don’t recognise the figures.”

The Luxembourg-based court concluded the British government failed “to apply effective customs control measures or to enter in the accounts the correct amounts of customs duties”. It added the “inadequate nature of the checks carried out by the United Kingdom customs authorities” allowed fraudulent shell companies to move their operations to the UK.

The ECJ concluded the UK had also failed “to provide the Commission with all the information necessary” to make its own calculations.

The UK remained opposed to the EU’s methods against calculating undervalued goods, and was supported in doing so by Belgium, Estonia, Greece, Latvia, Portugal and Slovakia. Of them, Portugal, Slovakia and the UK, as well as Malta and Spain, were found to have “major undervaluation hubs” in the first month of OLAF’s 2014 Operation Snake.

British ports, specifically Dover, were found to be the main entry points for Chinese goods before clearing European customs and being trafficked across the continent. Bruno Collin, head of a French anti-fraud operation in 2016, lamented to Politico Europe the unhelpfulness of British authorities. He said only “extremely vague answers” were given to French requests, if they responded at all.

When OLAF first reported on the UK’s “continuous negligence” to combat fraud, HM Revenue told Politico Europe it boasted an “excellent record in tackling fraud and rule breaking of all kinds”. Collin, however, concluded: “They don’t make an effort.”

US Texas Commissioner of Agriculture Todd Staples visited Orr Elementary school in Tyler, Texas on Wednesday to kick off National School Lunch week for the state.
